That is this article’s reading of three notations, and I did not check an official maintenance notice. November 5 is exactly 7 days after October 29.

The dates for the 14-day attendance, login, countdown and anniversary-day rewards and the period of the 21 free recruits are not on screen. The cost per recruit and the guaranteed pull count (pity) are not on screen either, so I cannot say how many of these 230 chances it takes to pull the Nikke you want.

The update content comes in one block in the second half of the broadcast (about 4 minutes from 1:19:30). The screen does not say why these have no date, nor whether they end on November 26. Only the end of the Affection Trail event, November 26, is confirmed.
Affection Trail shows purchase conditions
In Affection Trail, buying designated content during the event period earns “Traces of Affection,” and rewards unlock by cumulative amount. The content listed on screen is a costume pick (Last Affection, Lacrimosa), the event pass DARK MONK PASS, and limited packages in the cash shop (Stamp-In Package, MARIA-n, New Nikke Growth). Among the rewards, the Eternal Vow is a choice of one of Little Mermaid, Crown and Liberalio, and there are also profile frames, titles, stickers and profile backgrounds. By contrast, TRAIL MARKER is a reward for clearing the main story, and no purchase condition is shown on screen. The items on the 230-chance slide above also show no purchase condition. The in-app purchase (includes random-chance items) notice appears in the video descriptions and at the bottom of the screen.
The order I suggest for splitting your gems
That the items on the 230-chance slide show no purchase condition does not mean they are all free. The screen simply does not state one, and Affection Trail is the only place where a purchase condition is written on screen.
The recruitment dates are October 29 and November 5, 7 days apart. Going by the broadcast screens, the order I suggest has three steps. First, enter the two exchange codes to collect 900 Jewels and 5 recruit tickets (there is no expiry on screen, so sooner is safer). Second, write down how much of your gems goes to the Marian recruitment and how much to the Scarlet recruitment. Third, Rapunzel appears on the slide as an item given out, but I do not know whether she is in the pool of the pilgrim select recruitment (pick one of Cinderella, Grave and Nayuta), and that recruitment has no start date either, so leave that share undecided. The 20 select-recruit tickets look like they are for that recruitment, but the screen does not say. After the October 29 maintenance, read the in-game notice for the reward dates, what each ticket is used for, and the recruitment end dates, and adjust those shares. This article does not judge which Nikke is stronger. The broadcast showed only PVs and kit cards, and numbers can only be checked after release.
Separately, in the development team commentary (around 5:04, based on auto-generated captions), the scenario director says the story of the Ark wraps up in the 4th anniversary main story, and also says they took care to show that this final battle is not the end and there is a next. Chapters 49-50 look like that part, and the update date the description gives is October 29.
What the broadcast did not tell us
- The dates for the 14-day attendance and login events, the countdown reward and the anniversary-day reward, the period of the 21 free recruits, which recruitment each ticket type is used for, and whether Rapunzel is in the pilgrim select recruitment’s pool.
- The dates for VOLT TRIP, pilgrim select recruitment, costume re-release, the diorama lobby and the Champion Arena improvements.
- The recruitment end dates, recruitment cost and guaranteed pull count for Marian: Queen and Scarlet: Shinsal, the skill values of those two, and Rapunzel’s skill values.
- The expiry dates of the two exchange codes and what actually happens when you enter them.
- The final content of in-game notices and official site notices. I looked at the broadcast screens and the official video descriptions; I could not read the official site’s notice list to the end at the time of writing. Some of the stretch after 1:23 of the broadcast (the outpost decoration segment and the offline event segment) I did not open on screen.
